Allow chatter when it's 'busy'

As of now, bartenders won't tell you any chatter when there are literally only three PC's in a bar. It is so frustrating because it discourages people from gathering and sharing gossip. Please make it so that bartenders will still tell people chatter if there is even the slightest of crowds in an area.
I also feel like this feature is smallworlding. Just because two PCs show up, suddenly the bustling club is too crowded to be spilling the tea?
I can see both sides of this one.

The benefit of the current system is that it encourages PCs to spread the chatter. It also makes the chatter more valuable because PCs have to get the chatter from the bartenders when they aren't so busy.

Bartender to Joe Baka, "Sorry, I'm too busy to chat with you right now. Come back later."

Joe Baka to Jane Bata, "That's a drag. What chatter have YOU heard?" or "I guess Bartender isn't going to tell us about the supah sekrit research project that the OTHER bartender told me about yesterday."

I like this idea.

If we want to prompt PC interaction, people can then discuss the gossip they heard.

I prefer to ask the bartenders about the chatter in a busy bar, have them announce the chatter to everyone, and then use that chatter as a conversation starter with other PCs. The "Bleh, I'm busy right now" response kills RP.
Bringing this back!! It is such an RP killer! I want to ask about chatter when there are 2 other PC's in the room!
Chatter is a very spammy function as players tend to ask it over and over again, which as far as I know is why it was limited to locations with low player activity so NPCs aren't talking over everyone with mostly meaningless data.
But the data -isn't- meaningless! I have no idea why they decided to restrict it.
I'd bet it's also to prevent masses getting free chatter and circumventing the system put in place.
Doesn't that disincentivize people from going to crowded bars where RP is happening?
I'd put money down the incentive to go to busy bars is to participate in the RP that's happening there. And to ask other people if they've got the recent data and pay them.
The restrictions on who can ask for chatter were significantly reduced, or even removed if I recall correctly. I am pretty sure now anyone can ask but the restrictions are on who can submit, because the interaction with the chatter system was low. I don't think there's any circumvention going on by anyone overhearing bartender chatter, but I could be wrong.
I don't think this is working as intended. Chatter isn't really getting more valuable when all you need to do is find an empty bar and ask for it. Or wait around until the bar is empty.

It's not like it has been used for deep dark secrets, the content is usually just fun bits and pieces to gossip about. Restricting access in this way just means there will be less of that.

It's not about making it more valuable, it's about not spamming a room where several people are trying to RP with chatter messages. This was a change we made at the request of the community after chatter was released.
