Contact lenses are transparent and would not interfere with retinal scanners. Of course the actual technology is handwavy but it doesn’t read the surface of your eye, and the light used would easily go through the lenses.
They allow you to impersonate other people (and even change your name) while looking like a regular human being and not walking around with a hoodie or a blanket covering your entire face. Your face is visible and if no one is the wiser then no one would know you are disguised, unlike hoodies and ponchos which by design, tell others that you are disguised 100% of the time.
By forcing me to remove my disguise and reveal my identity then I basically can't do any kind of cool subterfuge with the disguise. My argument is that the scanner should still read biometrics as it does, but the lenses should not interfer with the scanner and it should just read my biometrics directly.
Lenses DO NOT cover retinas.
A retina scan will look through your pupils and at the back of your eyes for the pattern of your blood vessels which is unique to you. A colored lenses only covers the iris (the colored part of your eyes), leaving the pupil open and undisturbed for a scanner.

And I do not think that lenses need that boost as far as I can tell. They can already be very powerful, and as there is no real counter mechanic to them icly (we do not have a way to see-through a disguise) it mens that in some settings it's impervious.
If we add some perception checks that counter the disguise as a balancing factor then sure, why not.
If it’s about being seen as disguised while wearing contacts… it’s also impossible to use the bank or sell items to NPCs while wearing contacts/wig that changes your display name because the system thinks you’re disguised.
