NPCs and Health

Currently, NPCs are not affected by fatigue or health in the same way that players are. Without going into detail, this makes for some incredibly frustrating (and bewildering) situations. I would like for NPCs to be affected in the same way that players are.
NPCs who stand up and can successfully attack you after getting downed eight times in a row, and who perpetuate a never-ending combat chain because of this issue come to mind here.

A PC wouldn't even be allowed to initiate combat, much less swing and successfully connect.

If it's a 'feature' to add difficulty to NPC encounters, perhaps there is another way of adding additional challenge, that gives people the opportunity to learn what 'realistic' PVP would be like at the same time.
