Simple workaround for the maddening bug where disconnected feeds that were active still count against the total. Televisions, other monitors, and transcoder eyes should have an 'untune all' function that untunes everything and starts from scratch, including feeds lost due to theft which can't be individually untuned anymore.
This is different from clear and should not clear connections.
