So something that I've noticed as I've played, is that there are moments where NPC's are very rapidly dragged into a clinic. And then just left there for hours or days. Even when it makes no sense for those NPC's to be there.
What I'd propose is a command that basically tells the NPC's to go home, and then the NPC's path to their turf or an associated location to themselves outside the clinic.
Simple idea, right?

They should wander back where they belong after a timeout expires.

Should I bug this then, because most times the ones that do wander out just wander out the door and two rooms away or so.

Yeah, I don't think the timer is working.

Dead NPCs you bring to the ER don't go back home when rezzed, unless someone else drags them back (by command or by force).

Sorry, I was speaking in future tense. We should make them able to recognize they're in a clinic and need to go home.

May want to account for the naturally wandering NPCs that will walk out on their own a few minutes later and then get stuck within an area they aren't intended to be in.
