Sorry, no. These have to be set up in specific ways in order to work. We would end up with no cabs for players. Plenty of cars in game without making these available to steal. If someone needs one for a plot, that could be supported on an individual basis.
A couple years ago I brought up the fact that there are quite a few vehicles that don't have hotwire kits to staff. It apparently takes quite a bit of effort to code and make these things, and the answer was to simply steal them through the more typical means, via plotting and XHELP.
