I've come into a few situations where a character may have limited movement, but there's a fence blocking their way, and it's impossible to get over until they recover. I think a good addition would be allowing players to lift other people like how you can do with corpses. Allow you to haul them over your shoulder over fences, across rooftops. Maybe only make it an option if you already have them grappled. Anyways, I think this could open a few more outlets for RP as well as help cut some of the boring waiting games we may be forced to play in some unfortunate scenarios.

Too powerful. Grappling someone have a lot of risk, just lifting someone like a corpse would be pretty much negate those risks and make anyone invested in their muscles would just grapple someone and lift them away without a care in the world.
If this something only @trusted characters could do, maybe.

There are things that could be done to make it more risky than just grappling. For example, if someone attacks you, and you have someone on your shoulder lifted vs just holding them in a grapple, I imagine it'd be hard to use that person as a meat shield. So that option could be removed. Could also apply penalties to combat while lifting someone since it'd be hard to manage both things at once. I think there are ways to make it work that won't limit it's usefulness.

Another way to do this would be to just allow grappled people to be taken over fences and the like. Please no realism argument there are half cyborgs who dodge bullets on this game.

iirc, and unless it's been changed within the last year or so, this used to already be a thing with grappling people for certain locations to get them over certain obstructions.

It's practically a comedy the extents necessary to get even a compliant-but-disabled character over a fence, not allowing people to be grappled over fences was some bugbear of people in year's past but it never seemed like something that needed to be blocked, especially for how few of them there are.
Like as long as you can grapple someone into a sewer, all other grappling limitations are distant secondary considerations for the purposes of combat balancing.

Actually my memory was wrong (no surprise)! I checked the old threads on similar ideas and everyone was resoundingly in favour of this or similar types of ideas. I think I may have been mixing it up with another grappling + action debate.
