I'd also be in support of ghost messages of vehicles maybe. Normal mementos of people currently exist with protections against robbery, though, so I imagine similar coded restrictions would exist on memento vehicles if they were objects anyways.

As for 'never harmful' i'm not sure of the intricacies for bloat and stuff

In general I like this idea if staff think it's worth spending time on. I don't think it's super needed, but it would be nice.
I have absolutely no concept of what would be involved in memento-izing the new vehicle objects, but I can see many positives to have regular cosmetic spawns of armed and unarmed vehicles along various routes through the city, along with potentially less common events like faux freight carriers, faux corporate transports, basically all the things that now pull every player eyeball onto them due to their rarity.
So just off the top of my head, there are a handful of vehicles and routes you could mementos spawn through that would provide a lot of fairly plausible background for players to blend into (though a few of these may be gilding the lily a bit with specialty cover):

There may be some future point where there's reactivated freight and much more prevalent vehicle combat that mementos being interactive in the same way as player vehicles has benefits but as of right now the benefits are really just their appearance.
I'm more in favor of actual vehicles than just messaging though. Even if they get stolen. Heck, I'd love for there to be more vehicles out there to be taken, even those with lower risk involved. We already have measures in place to keep car thieves from strying to steal a every car they over and over again. Measure I love, though I do thing the cost on those measures is a bit too high.
I would love to see other anti-smallworlding measures too. But I won't saturate the thread here on that one.
I also really like the idea of mixing in different types of vehicles, from standard civilian cars to corporate transport or freight carriers. This would give a lot of room for more ambient storytelling and make the world feel more populated and less focused on just the players. Plus, having vehicles move along set routes, like taxis or delivery vans, would help give the impression that the city is bustling, even when players aren’t around.
I get that there’s always a risk of bloat, but I think if the vehicles are generated only when needed and despawn after a certain period, it could keep performance issues at bay. The update to ToastStunt should help with any lag concerns too, especially if the vehicles are just appearing as objects rather than fully interactive vehicles.
One thing I’d love to see is a mix of vehicles that do and don’t get involved in combat or other player interactions. Sure, we already have NPC taxis, but it could be interesting to have some high-status vehicles randomly showing up or even getting stuck in traffic, adding a bit of randomness to the environment. It would also help with the “Why is this one vehicle always parked here?” syndrome and add a bit of mystery when certain cars or transports seem to pop up unexpectedly.
Overall, I think this could be a great way to enhance immersion, while also giving players a bit more to engage with in the world without disrupting the balance too much.
