reminder to 'watch' and 'address'
Essential commands

When characters get the message that they have trouble hearing because of the din of the crowds around them or whatnot, there should be a reminder built into the message - something like "You can 'watch' people who you want to listen to" or "You can 'watch all' and 'address /all' to increase the chances that you'll be heard by people in the room". It breaks my heart when I see new players who don't even know that these commands exist. I actually have a macro that I run when I'm in crowded places that does the "watch all" and "address /all" commands because they are so necessary in this game.
Remember that 'watch' is limited by your character's ability to handle it, and 'all' is a little too scattered to use without discretion for many newer characters. I'd recommend being specific about who your character really wants to pay attention to, and this also serves the roleplay function of making crowded places matter and work as intended.

Absolutely 'address /all' (or as needed) before you start going with something like 'speak loudly' though, and keep in mind that targeting speech with 'to', a pose or a social at someone adds them to who you are addressing automatically.
