Please have masks disguise just the face with the gear visible. Seeing people just as a big floating mask concealing their heavily armored gear is the silliest thing I have ever seen in an rpi.

No, ponchos are okay although I still think boots should be visible with those , there are masks that has the entire description of the person just as a mask with no other gear visible.

Ohhh do you mean in mementos? (NPCs with randomized names that are auto-generated by the game to populate the world)

It was a disguised player where just the mask was the entire description with no other gear gear visible, really broke muh immershuns.

There are mementos in which they'll only have a disguise item (mask, hood, poncho) as their whole desc and show up as 'masked average guy' or 'hooded chunky woman' and so on.

It is the second time I have seen someone wearing a mask that conceals their whole body. Pretty positive it was a player.

But I could always be wrong. Regardless I am glad from the responses here that it isn't an intended feature. Thanks!
