Sneaky NPCs

We have NPCs that disguise themselves, but as far as I'm aware, we don't have any that do the other side of that coin. I think it would be good for anti-smallworlding to have NPCs that also sneak around at various skill levels.
They'd become too tired from sneaking around too much and imagine multiple NPCs trying to move while they're exhausted over and over again, prolonging their exhaustion, clogging the server up.
They don't have to be constantly in motion.
Well they could only sneak when -not- tired of course. I like the idea.
I'm certain I've seen "NPC steps out of the shadows" many times already.
That doesn't have anything at all to do with the hiding skill, though.
I don't think it is small worlding to pick out characters who are actively hiding from a crowd. Wearing disguising clothing might not be suspicious but actively trying to sneak around and being seen to do it is behaving oddly, and should be treated as such.

If you are being seen to be hiding, you already failed the skill roll. This is the equivalent of your hood slipping. We don't ask folks to ignore people whose disguises have slipped, nor should we ask them to ignore people sneaking badly.
