Ideas for disguise improvements here.
1. Holo-disguises, either projected by chrome or some item (a nanomesh skinsuit that makes you look like someone else?)
2. Prog-cloth shrouds that you can change the color on. Obviously for this to work, they'd have to look indistinguishable from normal shrouds (maybe having high disguise yourself would allow you to spot the telltale signs).
Also mentioned: more availability of balaclavas, superhero masks, other mask types. People not abusing their @voice without sufficient disguise skill.
