Basically, it only makes sense that if someone happens to leave their windows down you could reach in and unlock it. Also deposit things into car windows as a bonus idea.

I feel like this should require the vehicle to have been idle for 10+ minutes so as to not interfere with actual roleplay.

Unlocking a lot of cars in real life like by reaching through an open window to unlock them can often set off the alarm. I feel like this would be a neat thing to implement in the security systems. If you're unable to get the car to start within a time limit, the alarm goes off.
