It also makes it seem like social adverbs can't be modified, briefly treats OOC the same as XOOC, and advocates usage of infix actions (like in the example line: Hey! *waves wildly* Look over here!) which seems to be considered poor form nowadays. And it ends with the lines: "Acting appropriately in public areas isn't only for the sake of the minors. Adults might also want a break from the graphic-ness of more private areas, and come to the public areas to relax in a G-rated atmosphere."
