Allow a #monitor-user daemon command which allows deckers to monitor if their SIC ID has been looked up, or if they have been the target of a #probe-user command. Similarly, as a counter measure, allow for #scrape-user-daemons command which allows a decker to check whether a specific user is being monitored by a daemon.
