vacate apartment

It would be cool if there was a command to vacate an apartment you are moving out of. Might help with issues in places like Westinghaus, and also give more juice to 'real estate professional' type fixing.

I still stand by this idea honestly.

It isn't mentioned in the original thread but I think the solution that was decided on was to reduce the eviction period of low rent apartments to make them available faster. This avoided gms having to refund characters which some viewed as unthemely, but doesn't solve the problem if players rent a property for months then decide they don't need it.
