Just like maglevs and Grid 4.0 ads, I'd like it if there was a way to place ads at the bottom of the WHO list for players to advertise their biz.

I assumed this already just pulled from the grid ad pool. Is that not the case?

As far as I've seen no, they don't. Grid ad pool only applies to Grid 4.0. Not the WHO advertisements which are mostly ancient and not open to player contribution as of yet.
