Is the present year for the RP 2080? The timeline ends at that year, but it doesn't say if that is actually the present. Also, does time progress at the same rate as real time? (so in a month, an actual month has passed in the timeframe of the game)

The current date is November 3rd, 2086. Yes, the dome revolves around the same time basis as the real world. So if your rent is due in a week, it's due in a week.
