UE spent on Language and the UE cap

I was reading through the help files or the forums a few days ago and I swear that I came across something which mentioned that UE spent learning languages DOES NOT count against the 500 max UE cap.

I cannot for the life of me find it again.

Can someone please clarify? Does it, or does it not count against the cap?

The UE cap is not 500. Not saying what it is but it is significant higher and when you get close to it it let's you know.
