This is Sindome specific Out Of Character slang. You'll hear people saying things like 'whoops, kevlar' or 'nice kevlar' or 'xkev'.
What it means is that they just mis-chan (or mischanneled) and sent something they meant to say OOCly, on an IC channel, or vice versa. This commonly happens because xm and cm (the OOC chat and SIC chat) commands are similar and muscle memory is a bitch.
Kevlar is a person. A former admin, who was notorious for sending IC info meant for admin chat, onto the SIC or OOC-Chat, by accident.
If you 'pull a kevlar' you can type 'xkev' which will do the kevlar social.
