The map command interfaces with your SIC chip and the SIC towers to triangulate your position as well as the location of things nearby. The top half of the readout is the GPS map of your current local surroundings. The map centers on you, as depicted by the @ symbol. The bottom half of the readout is the legend to explain all the other symbols being used and what they mean.
This is the most basic GPS available in the game. For larger or more detailed readouts seek out the various GPS enabled items one can purchase. The SIC chip-based map function is not modifiable in any way and requires you to have SIC signal to even function.
The Grid is a much better way to find a visual map that you can use as a reference. GPS devices are also available in-game.
